The first phase of this scrutiny programme commenced in February 2017, with two meetings taking place to examine performance of each of the 31 local authorities. The new Scrutiny Process is a more robust process and includes a more detailed analysis of the performance of each local authority and a more structured format, akin to the Joint Oireachtas Committees/Public Accounts Committee. These meetings adhere to a formal protocol agreement and meetings are recorded and transcribed, and with other meeting material, are available on the NOAC website, www.noac.ie.
